Phone required when child modifying contact list

In the parent's section phone number is not required.  However, when a child is editing the contact list, it won't let you save the entry with an empty phone field.

The phone number is no longer a required field when a child adds/edits a contact.  This has been changed to be consistant with the parental control manager's handling of contact required fields.
